What's the real purpose of a law/regulation? Does it work to protect us in the ways that matter?

SUGGESTIONS FOR EMPOWERMENT --
Getting government support.
Reduce litigation, find other methods (the elders?).
Make it personal.
Just do it (green the project, whether or not the client is convinced).
Share good information /success stories/case studies.
Find objective, credible sources of knowledge.
Trust.
Share connections with place, each other, etc.
Educate our children in what matters
